Secretary of State, and of the Department of Communications and Public Works, on behalf of the Federal Executive of the United
Mexican States, and Mr. ENG HOK FONG, President of the CHINA COMMERCIAL STEAMSHIP COMPANY, Limited, for the establishment of the navigation service that is rendered by steamers between Asia,
United States and Mexican Ports on the Pacific Coast.
Art. 1. The China Commercial Steamship Company, Limited, binds itself to render a steamship service between Hong Kong or other ports in China, of Japan and of the United States on the Pacific Coast, and the port of Manzanillo, as well as Mazatlan, should the interests of the Company so require, taking at least eleven round trips in the year.
Art. 2.
The Company will formulate and forward with the proper anti- cipation to the Department of Communications and Public Works, for approval, the itineraries to which the steamers will be subject, and whenever it may be necessary to make any alteration in said itineraries, it will be announced to the public, and the authority of the Mexican Government will be obtained with due anticipation.
The Agents of the Company will give the public and the Post Office the proper previous notice of the time that the steamers will delay in the respective port, as well as of the delays that may arise
from any cause.
The local Agents of the Company will be allowed to open a Cargo Registry three days before the date on which the ship is to arrive in the port in question according to the itineraries; but should the shippers request their goods to be cleared before the arrival of the ship which is to receive them, they shall be deposited in a proper and safe place that is under the exclusive control of the Custom House.
In coastwise traffic and for the purposes of Art. 293 of the Customs Ordinances, the register will only be considered open from the
moment that the ship arrives in port.
